i have done that start then run and typ cmd.exe, but it still comes up with my old ip address. how do i change it all the way. im hard wired in to my modem and im running cable.

i can change my ip address by one numer and i can use irc stuff but i cant get my browser to work. i tell it my new ip and it still wont work.

Your IP address is issued by the cable company, and you have no control over it. You might try shutting down your computer, powering down the cable modem, wait 10 seconds, power up the cable modem, wait for the lights to settle.and reboot your PC.
If they are using DHCP, you may get a slightly different address, but that's the best you can do.

Start > Control Panel > Right Click On Your Network Adapter > Select Properties > Select Internet Protocol (TCP/IP) From List > Select The Properties Button > Change Your IP As Needed.
Start > Run > cmd > ipconfig /all > Will Display Your IP Configuration

IP address is something that is determined by the guy who is in charge of your network.
Primarily, your ISP (Internet Service Provider) is responsible for it. The ISP hands out a IP (which you can find by going to http://whatismyip.com/).
If you know the network administrator, you could ask him the permission to setup for your machine a static IP. You will need the gateway and subnet masks, and the network administrator will need to ensure no other machines on your subnet have the same IP, else there will be conflicts which you do not want :)
Also, if you are behind a router, by default your machine will be configured for DHCP settings, and you can change that to a static IP as long as it is within the same subnet. You will have ot manually ensure other machines connected to your router do not have the same IP.

But you can use a software to connect to a proxy server and you can surf with the IP of the proxy server, only works in HTTP, try this software hideip, http://hide-ip.softonic.com/ie/42276 , i hope this works

network places/neighboorhood>> properties>> right click on the existing connection(should be connected) >>properties>> then scroll down the "thi sconnection uses...">> click tcp/ip>> click the properties button and everything should be understandable here on... peace!!

You can't. It's designated by the provider. You can access it by right clicking on the pc's on your taskbar and go to "connections details"...also, "application settings" and "advanced."
