The right answer is, it's a underground group of Gnomes that feel that the only way to truly free themselves and their brethren who are eternally forced to work for humans as yard statuary. They have resorted to candlestien acts of violence to free fellow Gnomes from the freeze ray that has decimated their numbers in many gardens across the world.
