Assuming they need help, the noted psychologist R. D. Laing worked extensively with schizophrenia and developed an understanding of the role communication plays in treating it that has never been bettered. A psychologist who has expertise in Laing's research would be in the strongest position to diagnose and treat. This is the most likely possibility, but test the others before excluding them.
What is they don't need help, are actually observing something real, but are misinterpreting it? (Frog showers actually do occur, and some of the rarer plant species can certainly seem alien.) In that case, collect what data you can and provide it to a specialist . Incursions of foreign species can be harmful (in which case someone needs to know). Equally, you must surely have seen news reports of trees, rodents and (yes) frogs that were thought to be extinct being rediscovered. The Wollemi Pines of the world would thank you, but they're not speaking right now.
If your friend is absolutely correct, again collect evidence. Verify that there is no alternative explanation. And then go to town on the lecture circuit! (Is this possible? Well, there was a mysterious red rain that appeared to contain a non-DNA-based organism, not too long ago... I doubt that was anything much, but doubt falls short of having definitive proof.)

There are no alien frogs. Some aliens tend to look a bit like toads, but they do not breed true. Plants, though are another matter. The only thing to remember about plants from other galaxies is to be polite!! Oh, yeah, don't lose your sense of humor either.
