Can non-American citizens stand as witnesses in an American wedding?

I plan on marrying soon and one of my best friends is an Indian national. I would like for him to be a witness when I'm married. Is this possible?

yes he can be a witness for u because i am married to a hispanic guy and he got two of his friends to witness for us when we got married 9 yrs ago
