East Texas is a pretty large area. I picked the coordinates of Waco as a good "central" point for eastern Texas. The ISS (and the docked shuttle) will be visible about 10 degrees above the horizon to the southwest (a bit more than one fist height at arms length) at 9:18 PM CDT on July 10th. It won't be super bright, but will be pretty bright. Of course, with Texas haze, it might be hard to see anything so low.

You really should visit Heavens-above.com yourself and enter your coordinates; a few hundred miles makes a BIG difference (Houston will see the thing almost overhead at 8:56 PM local time on the 9th). Shreveport will have it pretty high too.
