Why do we need to establish a baseline function as part of an assessment for a communication disorder?

So you can determine at what age level the child is performing at, and what goals to set for growth and improvement. You can't determine if any progress has been made if you don't know where he/she started from.

You need to start with a baseline in order to figure the percentage of change.
