On paper, the Republicans control both.

In actuality ... something has to be functioning in order to be controlled.

Therefore ... no one controls either the House or the Senate.

Every member of those two deliberative bodies has sold his soul for votes. None has the foggiest idea about putting the nation above politics ... or service to nation and/or mankind.

Those on the left pass and add to entitlements without regard to effectiveness to buy votes.

Those on the right cut taxes and ignore services that are in need in order to buy votes.

There is no longer a middle with any representation at all ... yet that's where the people are.

Sadly ... you can expect a continuation, since the Democrats are too stupid to nominate moderate candidates and the GOP sees no need ... since they are in "control".

If you mean politically,then it's the party with the majority of members. Currently, it's the Republican Party in both the senate and house. If you mean procedurally, then the vice president presides over the senate and the Speaker of the house, the house of representatives. They run the day to day business of the 2 bodies and often control which bills get debated and which get tabled.

However, typically the vice president does not actually preside over the senate except to break ties in the voting. So the senate president pro tempore usually does the work when the vice president isn't around.

House: J. Dennis Hastert - Speaker

First, I assume that you are talking about the U.S Congress and Seante. Second, no one "controls" the House or Senate with an iron fist, since Senators and Representatives don't need to take orders from anyone (except their major campaign financers, of course). However, the majority of Senators and Representatives are Republicans. Also, Dick Cheney is the "official" head of the Senate, but he has no real power except during ties. Ted Stevens is the highest ranked Senator, and the presiding officer of the House of Representatives is Dennis Hastert. All Republicans.

Which ever party has the majority generally sways the way a bill is passed.

Presently, the majority of Senators and Representatives are Republicans.

Vice President Dick Cheney is the head of the Senate, however he has no power except to break a tie.
