what's the best way to get the carup in the air to work on the under side, on a budget?

Jack up one side and tilt it onto the other side, use an old mattress and spare wheel to stop it going all the way over (have you ever seen WRC car pitstop without support truck?)
One other thing I've seen is to make a set of high ramps. I have used a bunch of concrete blocks, build a 'dry' wall the height you need under the wheels, jack car up height of block and do one wheel at a time (your on your own with that though)

Four jackstands would do, but be certain to use the wide ones as a car is fairly unstable on jackstands. I redid a 59 Mercedes some years ago and found it safer to only work on one axle at a time and use just two jackstands.

Cinder blocks are not a good option. They are actually quite brittle between the uprights and can easily crumble and collapse.

on a buget mmmm well buy a jack 3 tons cost 100.00 and four jack stans mabe 2-3 feet high cost 100.00-150.00 thats as high as your going to get on a buget
