The best steak in town, imho, is Mastro's. Ruth's Chris is quite good for what it is, and a little cheaper, but the best steak I've had in town is at Mastro's in Beverly Hills. (Not been to any other Mastros.) The bone-in filet and the NY steak are tremendous.
Lawry's is a different kettle of fish -- a fun place for the prime rib, but not as good in general.

I have been to Mastros, Ruth's Chris, and Mortons and would have to say that Mastros is better than the others. Could not compare directly to the others mentioned but in the abstract Mastro's would be hard to beat.

Having been to none of these, I couldn't say, but I've always heard raves about Ruth's Chris all across the country.
Just to toss in in there, there's The Smoke House in Burbank right across from WB Studios. It's old-fashioned, high-end and really good steaks and chops, and lots of the actors and "industry" folk eat there, especially for lunch.

Morton's is on the same level as Ruth's Chris I have heard, but Houston's beats Ruth's C, because it is as good but less expensive.
Get a reservation though.

I would say Ruths Chris, but I also like Pacific Dining Car in Santa Monica.

Lawry's is prime rib, not steak. And it is GOOD!
For steak in LA try Morton's.
