I can think of two science-fictional aswers to this question.
1. Give peace-keeping power to a robotic system programmed to be completely fair and impartial (and tamper-proof). (See movie "The Day the Earth Stood Still")
2. Develop technology to the point that we each live alone, served by our machines, and never come into personal contact, not even for reproduction. (I'm pretty sure this is the situation in an Isaac Asimov story.)

I think we can. The absence of one thing is the presence of the other. Thats what we are taught in physics and general science right?
If people can just stop making conflicts, i think that peace can be attained. Though, some historians suggest that the absence of war is peace, then my point in the first paragraph is achieved. But there are those who believe that the absence of war, is not totally peace. Which i think is also true. As time has shown us, peace was and is attained thru waging a costly war. People were liberated thru wars (Joan of Arc VS Brits -> France liberation OR Gaining of independence from Nazi, Italy, and Japanes occupation) but these wars started from the war of the words. People had different ideas, or views that sturred hatred and anxiety.
If we look closely though, these wars were caused by someone wanting for more and someone having less. If we can attain balance, then I think we can really attain peace. Arguments, and disagreements are part of what we call life. But balancing our emotions and ideas that will limit us to our boundaries so that we can still respect others' opinion and boundaries then YES we can attain peace.
Religion I guess is the foremost reason why people fight. They havent reealized that all religion is teaching the same thing. They teaech us to improve, attain our own potential, have peace within ourselves, develop values, and be morally upright. The are just preached differently but still it is basically being GOOD to everyone. I guess whaT I'm trying to say is we will attain peace if everyone accepts everyone for who they are no matter what religion they came from or from what race they came from.

There can never be peace with humans the way we are.
We live our lives. Even the most "holy" people such as the Pope live while others live in poverty. Peace will only happen when everyone is equal, otherwise, there will be arguments over possesions and inequality. This can be seen anywhere around us. Bitterness towards the rich. Hatred to those who have a stable life. If we were to end all major conflicts now, there would be a time where conflict would be small ones. But, those small conflicts would be BLOWN out of proportion. A simple disagreement of land now could be the argument of the town. To stop all these types of conflict? Not a thing anyone could do. Anger is just like happiness. It is an emotion we have. We cannot have it all the time, but it is good to get it out now and then. Righteous anger. There is such a thing. We have to learn to take control of our emotions in such a way to stop so much of this conflict nowadays, but we will never achieve eternal peace. That is like perfection. We will never be perfect. We want to be. We can try to be, to improve everyone's lives, so trust me people, it is worth a shot!

Religions are political structures that exploit and subvert the messages of enlightened individuals. They will always cause wars to further their own aims and those of their political allies by propagating the fear of "the other."

Actually, Nostrodamus predicted that after the third anti-christ, the world will be at peace. He's already predicted that Napolean and Hitler were the first and second, so we have one left.

i think for their to be general peace throughout the world we as individuals need to realize that we need to reevaluate our motivations. strive to learn and to become aware culturally, politically, and spiritually. the current and past shortcomings are based in these three avenues.
to reexamine our motivations is key. also we need to reevaluate our assumptions of what we believe to be true and in the best interest of people. i strongly suggest a reading of "THE SANE SOCIETY" BY ERICH FROMM.
