any country that is not a allied country usually won't extradite. but if enough political pressure is put on if the person is wanted for mass murder, some will let them go as they don't want them. white collar crimes are very hard to get the people back even in some allied countries as its not considered anything evil. if we want them bad enough, they will get snatched up and brought back secretly.

A lot of countries (even the UK) won't extradite to the US if the defendant could face the death penalty.

Not too many at all - virtually every country has a U.S. consulate. But you would be good at committing your heinous crimes in Cuba, Israel, Iran, Indonesia, Nigeria, Switzerland, The Netherlands, or Costa Rica.
