If you're talking about the cost of living, then it's usually Tokyo. This year, Moscow got the #1 spot that Tokyo has been holding for a while, though.

I wouldn't be surprised if it is UP there in price, but Tokyo has been viewed as the most expensive city in the world for more than a few years. It is SCARY how much things costs there! Sometime last year, Newsweek reaffirmed this status.
