If the db is going to be Oracle , the program i.e the front end for a desktop environment would be Oracle FORMS mostly in US Govt Departments. Coz my company has done lot of migration of such applications. But now a days trends have shifted to Swings(desktop), JSP pages. Thats how it goes to my knowledge.

Your question is WHAT PROGRAM does a computer database specialist use. I assumed you are asking PROGRAM and not database PLATFORMS or systems.
In Philippines, different ‘Specialists’ use different programs, like FOXPRO (which most database specialists preferred), ACCESS, VISUAL BASIC. I prefer the last one though I used them all.
If you are asking about what database system/s specialists uses, then I can answer you that three of the most database systems prevalent today are MySQL, MS SQL SERVER, and ORACLE. The lesser ones are dbase, and ACCESS. I prefer the last one though I used them all.
To answer your question about WHAT program, then my 'guess' is FOXPRO. To answer you about what database system this PROGRAM uses, then I can 'guess' also MySQL or MS SQL SERVER.

Microsoft has Sequel Server, which has a suprising presence in some companies.
