What happens in the world cup if the penalty shots tie?

It's 45 min, 45 min, 30 min over time, penalty kicks, then what? If the penalty kicks tie?

After each team takes five penalty kicks and it is still tie, it goes into sudden death mode.
Ex:Sudden Death:Team A scores, Team B misses
Outcome:Team A wins
Sudden Death: Team A misses, Team B scores
Outcome: Team B wins
