My family has had subarus for the last 25 years. The cars last a long time as long as all the regular engine work has been done. Our last Subaru lasted just about 400k.

There were two engines available on the '99 Forester. The better buy for you would be the 2.5 SOHC (single overhead camshaft) engine, available in the second half of the year and continued on with minor changes through today. The earlier DOHC (dual overhead camshaft) engines, though good engines, had head gasket issues almost as a rule after about 125,000 miles or so..

If serviced regularly ,it should last well into the 200-300k miles. The 4cyl engine in the forester is plenty big enuff for it,it will be good on gas also. They do have some headgasket problems,so I would see if I could get service history on that issue.

OK, you will want to listen closely to make sure the wheel bearings aren't noisy...if they are, replace the bearings and pack with molly grease. Other than that, maybe replace the timing belt. That's it. They last forever and have a lifetime rust free guarantee.

At least 20 years with minimal maintence, those cars will last a very long time if not forever.
