I believe that anyone, with any combination of skintone, haircolor and eyecolor, can wear any eyeshadow colors they desire provided the colors are chosen to compliment each other. For example purple looks good with pink, but you would rarely want to wear it with orange!

Since it's summertime and you already have a tan, I say choose colors that pop! Go for vivid blues, purples, or greens. Bronze also looks amazing on tanned skin. To make things easier when choosing bright eyeshadow colors, try to pick them in groups of three. For example if you are going for a vivid blue look, choose a light blue to highlight, a medium blue as your main base color and a deeper blue to shade the crease or line the eyes. It's always good to have a nice neutral fourth color to highlight the browbone. Just apply this concept of three depths to any color you choose.

One major thing to keep in mind is that if you're going for strongly colored eyes, choose a lighter neutral lip. It's still fine to be glossy, just try to pair your vivid eyes with a light pink, peach or mauve lip, depending on what shade you choose for your eyes. Also remember to go easier on the blush, although a nice dusting of bronzer will certainly make your colorful eyes stand out even more.

Browns & purples - this is based on color wheel theory:these are the complementing &contrasting colors for brown.

Try Almay Intense i-Color for brown eyes. It is designed to intensify your eye color. (1 set of shadow, liner, mascara for each eye color, so it eliminates the guesswork)

for a daytime look, sweep gold shadow across your lid, then a shimmery brown on the crease.

for nighttime, a steely gray with a baby blue shimmer looks really good. if ur dressing up, add silver shimmer on the outer corners
