Good question - I hope people will start answering it correctly.
(Andre was a champ before WWF in 83 and once during WWF - but sold the belt to the Million Dollar Man - but then he was stripped)
I say Mr. Perfect, Ricky the Dragon, Sabu, Million Dollar Man (he never officially became a champ - only a tag team champ). and Tito Santana. Plus the Texas Tornado - but he was a champ somewhere else.

There are alot of great wrestlers who were never champ Wahoo Mcdaniel Roddy Piper and Mr Wrestling II or Barry Windham and Paul Orndorff but greatest to never be champ would be Bobo Brazil!

Arn Anderson and Paul Orndorff are my two picks, Mr. perfect was the AWA world champion in 1987 and Ricky Steamboat was the NWA World Champion defeating Ric Flair.

World Champ I'm not sure about, but as much as I like them all I'm really missing Eddie Guerero lately. Nobody brought as much life & love to the ring as he. He'll always be great because he went out on top! MISS YOU EG

All great wrestlers I know of were champions some time or another. Not all of them won the WWE champion like Cena.
But they still won something.

chris masters had potential to go far but they dumped him shelton benjamin is another but they killed him too and as far as wwe goes remember vince only likes the monsters like undertaker and batista
