I can pretty much guarantee you that he would not expect them to be "a perfect specimen of physical manhood," if for no other reason that that such a requirement would be a blatant violation of the civil rights act of 1964, which explicitly prohibits discrimination in employment in any business on the basis of race, color, religion, _sex_ or national origin. Since any such requirement would exclude all women, it would be illegal for Chief Roe to expect it of his employees.

Police are not required to have college experience. That's why many people join right after high school.
