Finish school first. Even if you do get accepted int o a fashion school, which i doubt would take someone who has not yet graduated, you'll have a harder time finding a job if your a high school drop out.

There's a High School in New York City that offers fashion design and many other majors related to fashion. Its called High School of Fashion Industries, it's a pretty nice school. You get to do a fashion show on your senior year.....i had a blast!!!!!!
There's also the college down the street from the high school the name is Fashion Institute of Technology also known as FIT.

I understand completly! Finish school, but make sure to take some art classes. I know that FIT (fashion institute of technology) in New York offers design camps for high schoolers, and try to contact a local art colleges for some refs. Take a sewing class, advance your art, and look into design COLLEGES!! Also, fool around with patterns, alter them, and you will be surprised as to what you can do! But wahtever you decide, continue high school, you need it.
P.s. Let that creativity shine through!! Show people some of your designs and get feedback.

there aren't any fashion high schools, unless you are really smart and go to college early.
I think you can wait two years.
But you can take summer or after school fashion classes usually.
