It's Les Demoiselles d'Avignon by Picasso. There are really 5 women in the painting, but 3 do have their arms over their heads. It's a very important work and marks the big move into cubism.

It's probably The Three Graces but there are many versions of this subject so I'm afraid I can't tell you the artist as there are just so many to choose from. Classical allegory was a very popular subject.
