I think it's because many of the people who go to prison end up there because of a pattern of behaviors, not just an isolated incident. Thus, when they get out of prison they are not just automatically cured of their habitual behaviors, though I'm sure some are.

I have known several people in prison, and they caused greta harm to get there, and they don't complain when thy get out because they realize what they had done and arelucky that all they got for it was time in jail. If they are honest, and stay out of trouble, then society doesn't make them pay all over again. Only those that feel they were "victims" for going to prison feel otherwise.

depends on the nature of the crime 1 committed , we forgive on some things and not on others , sometimes your bad doings just follow you wherever you go
