When I search these terms I keep getting Mexicans driving in America or American tourists in Mexico. I don't want either. I want to know if there's a Mexican equivalent of DMV. What are the driving laws in Mexico for Mexicans? Are they enforced? Is insurance required of their drivers? Are there online sources to answer this question?

the best way is to get information from the mexican ministry of transport.
in my own opinion, looks like , they drive like the americans too.
some are bad, some are law abiding. but they all drive on the right side of the road.
look for the website of the ministry of transport, mexico.

If you cannot find anything on that subject, probably because there is none, but the best way is to find someone from Mexico and ask them, people are alienating themselves from people now a days.

Have you ever driven there? I doubt there are any. if there are they definitely are not enforced.
