When you say balk English... I presume you mean you are coloured, or black? A skivvy is a low-class worker... perhaps lower than that. I am quite sure you do not fit into that category, othewise you would not be using the internet. Give Over can mean... stop messing about, or, leave it alone.

A skivvy is sort of like a slave, so to be a skivvy is to be someones runaround. Give over means, leave it out - or a term of disbelief.

Never been, but I used to date a girl in college who was British. She used a lot of interesting terms. One that I remember the most was Duck and Ta Duck, for thank you, and thank you, very much.
