The one that is normally cited is 58 °C (136.4 °F) at El Azizia, Libya on September 13, 1922:

Evidenty, a the temperature briefly rose to 70 °C (158 °F) for 2 minutes in Coimbra, Portugal on July 6, 1949:

I saw that mentioned in the Guiness Book of World Records also.

When the NWS reports a temperature, it not an instantaneous value, but the average for the past 5 minutes. If that did happen as stated in the link above, seems like the 5-minute average would be somewhere in the higher 130's (°F) and perhaps break the record. I don't know what instruments were used to make the above measurements - probably mercury or alcohol thermometers - certainly did not have the electronic devices we do now. Mercury thermometers require a few minutes to respond to most of an abrupt temperature change.

Of course, forest fires cause higher temperatures and in the laboratory a temperature of 3.6 billion °F was recently achieved:

the hottest day in history was September 25, 2005. this was the day after hurricane rita leveled us and we had no electricity. the first day is always the hardest and by the time power was restored 15 days later for us we had gotten used ot the heat.

I think that was when the earth was just created. The core temp was extremely high then, and the background heat of the system was also much higher.
