I am taking a college research paper class. My instructor assigned me to write an "argumentive paper" about nuclear weapons. The hint question he gave me is "Who should have nuclear weapons and who should decide? " but I find the second question (who sould decide?) is pretty hard to answer. Please give me some suggestions or your opinion on this question. Also it will be great if I can get some other ideas or topics about nuclear weapons that I can make an argument. (an outline for my paper will be extremely helpful!) It's my first time writing a long paper (10 pages in the text), so I am really worried about it. Please be so kind to help me!!!

What your prof is probably getting at is the US not only has nuclear capabilities but has used them (Hiroshima/Nagasaki), yet it tries to dictate who else in the world can use them. What gives the US any more right to these weapons than another country? Maybe others can help, but you're going to have to do your own thinking on the subject.

There's an old saying: Civis Pacem Parabellum, which means: If you want to get peace, you have to be ready to fight. This old saying is true, if everybody knows that you have a nuclear missile, then nobody will mess around with you. In the cold war, this is really true, where the two strongest countries are Russia and USA. Neither one of them have the courage to start a war, and at the end there is peace.
Nowadays, the US has nuclear power, and they are insisting that no other countries should have one, like China, Iran, and Iraq. They even justify their own act of war against Iraq for a mumbo jumbo reason: weapons of mass destruction (which until now, is still unproven).
For me, personally, either all countries have the right to own a nuclear weapon, or not a single country should have one (including USA, and some European countries), this will bring up a world balance. Having watched Hiroshima movie, I will say that these bombs are just kidplay... if they want to fight, they should show that they are man enough to fight mano a mano just like in the braveheart era.

A great angle to take would be to suggest that the decision should be left up to a consensus of responsible nations. You can research and discuss the IAEA (International Atomic Energy Agency). The IAEA is a branch of the UNITED NATIONS made up of several global powers that dictate rules regarding atomic energy that all nations who participate in the UNITED NATIONS must abide by. They also regulate nuclear activity. You can provide research and information regarding the IAEA and its successes and missteps (i.e. Iraq vs. UN weapons inspectors several years ago). You could also provide an argument as to why and/or how the IAEA is needed to curb the growing threat from North Korea and Iran. Good luck!

A cool thing about writing papers is you can play the devil's advocate even if you don't agree. You could say that N. Korea has the right to decide, and you could back it up with some wierd arguments and it would be perfect!

I would just say no one should have nukes and that America should decide this to set an example for the rest of the world.
