Whose the 4th?

I heard from an interview with Avi Arad that there are supposed to be four villians in Spiderman 3.
1. Green Goblin 2
2. Sandman
3. Venom
4. ??????

Does anyone know for sure who the fourth is?

Maybe Carnage. I thought they were only going to do 3 but Carnage is apart of the whole Venom story so it would make sense if they put him in the movie also.
