As somebody allready said. It is faster to close the programs before. A problem could be if you run internet. That slows the ShutDown a lot.
Another problem could be that you have malware on your computer. let run AdAware and check your system. It can be viruses too. A check with an UPTODATE virus definitiontable would be not bad.

Windows has to shut all the services and programs running in the background and it likes to take its time; that your screen hangs suggests some application is preventing another from closing or it's just not responding - most likely your firewall or antivirus. Try shutting your firewall and antivirus down first, then shutting down windows. See if that helps. Make sure you don't have Windows firewall and a proprietary firewall like Zonealarm or Kerio running simultaneously.

If you have too many programmes running on start up that are not necessary for system performance, disable some of them. But be careful not to disable essential services.

There is a registry tweak that may help. Windows sets an amount of time to wait before it kills each programme. The default is 20000. Go to Start>Run; type in regedit. Using the folder tree on the left-hand side, navigate to HKEY_LOCAL_MACHINE/SYSTEM/
CurrentControlSet/Control
Click on the entry Control. In the right-hand pane look for the value WaitToKillServiceTimeout. Double click and you will get the edit string dialog box. Change the default value to 1000. Press OK. Close the Registry editor and this will save your changes. It is advisable to create a system restore point before you make any changes to the registry.

Finally, there are shutdown utilities like PowerClick and Slawdog Smart Shutdown that have an option to force windows to shut down programmes but in an already unstable environment they should be used with caution.

Ahhhh i am guessing you are running windows XP. I would say that you are trying to shut down your laptop while you still have all your programs running! If this is the case then i recoment you shut down all the programs you have running before going to shut down the computer. The reason the screen would most likely freeze is because you have told to shut down your computer while everything is still running so your machine needs to process everything on the taskbar before it closes down which can take a small amount of time depeninding on how many programs you had runnung
