How the criminal justice system should be organized to work better?

Many people serve their time in prison and are released, but they end up communitting another crime and return to prison.

The first thing we need to do is hold people responsible for their own actions, the first time they commit a crime, not pat them on the back and send them home. But, once inside prison, there needs to be required classes on sociology and learning a trade. They shouldn't allow gang affiliation in prison and shouldn't give them work out equipment so they are bigger, badder criminals when they come out. And, if you blow your third chance, you stay in prison forever, no way out.
