There are different things you can try. If you have any linoleum (or some sort of tile) you can stick it in the fridge and put it in their cage. The rats will enjoy it and sleep on it.
A frozen water bottle is good for them as well. Make sure to wrap it in something so it's not too cold to the touch. My rats will lie next to the bottle to keep cool.
You can also feed them some cool food, heres a recipe you could try:
4 ripe bananas
2 cups soy milk
1 cup plain yogurt
1/2 cup frozen blueberries and/or 1 tsp peanut butter
a few ice cubes (optional)
Mix in a blender and serve on a hot day.
Rats will love that treat!
Make sure their cage is away from the sunlight, you can have a fan blowing (just make sure its not pointed on the rats) Keep the cage in a darker room, if you have a basement it's usually much cooler down there. My rats have their cages in the basement especially during the summer months.
Something else you can do is 'pea fishing'. Offer them a bowl with water, take some frozen peas and put them in. They should sink to the bottom and your rats can dip their feet in to get the peas. I've found they like this and it helps cool them off!

Shelley's answer has great tips - one thing I wanted to add is that it's not a good idea to put your rat in front of a fan or any kind of draft - they can easily catch cold that way, even if it's hot. The best thing is to put them in the coolest room in the house, and to try to air out the room they're in first thing in the morning, when the air outside is still cool (just make sure you put them into a different room when you have the window open - again, because of drafts).

i have two suggestions- first off take a cold wet wash cloth and place it on her or have a bottle of water frozen at all times. Take the bottle of water and put it in her cage. She may lay next to it. It works for bunnies but I dont know abotu rats. Also you could try giving her a cool rinse off with water.

You want to put her in a shaded area where there's lots of air circulation. You'll need to change her bedding more often now because it gets damp and icky quickly. If she can stand it give her a small bowl of cool water to bathe in. So she can get cool.
