It all depends on their weight, health, what they eat on a daily basis, wither or not they had problems to begin with when they were born and if it was taken care of correctly. If they exercise, and get enough sleep.
If you have a specific child in mind or an adult you should talk to a doctor as soon as possible.

Not likely. The arteries are smooth and unclogged. They hardened and clog as time goes on.
