This sounds like it should be in the psychology category, but here goes anyway.
I don't think that saying "can't" makes them liars. Lying is the process of telling information that is contrary to what a person believes. Usually when a person says that they can't, it is because they actually believe that it is impossible for them to do so. When someone else says otherwise, it's like attacking someone's religion or worldview, and it will be met with resistance.
There must exist some rationale for people believing this about themselves. It seems that in your case, there is a very real physiological process that happens. I can very well relate based on personal experience. I'm not saying that we are wrong in thinking that things freeze us up, but perhaps there is a point to certain people's moral judgment of another's abilities. Nevertheless, I believe that the judging types has a simple view of the psychology involved as they never have these problems, so why should anyone else be allowed to have them.

Those people are being cold, cruel, insensitive, mean-spirited, heartless, hurtful and a whole host of other similar terms. Without meaning to trivialise your condition, you might ask them if it's possible for person to bench press a ton, or run 200 mph or type 1,000 words per minute? If not, then what word would they use to describe the IMpossibility of these situations? And, of course, you could always point out the word can be found in the dictionary. There are those who will say this kind of ugly sentiment doesn't merit a response, just turn and walk away, but in my experience "ignore it and it will go away" is simply not true.

No. I believe that you can achieve anything you set your mind to. For example: someone may argue that you cannot fit a square peg into a round hole. This is not true because if you think about it logically, you can carve that peg to make it fit.
If you think logically and apply it to the problem at hand ~ it CAN be accomplished. Nothing is impossible.

see it depends on the person's views and opinons whether he can or cannot do a particular task.
so for some people can't exists n 4 some others it doesn't exist.

I can't do anything right according to my wife, so according to her it definitely exists.
If someone says can't doesn't exist, ask them to jump off a 30 storey building without a parachute. Bet they change their minds then!

it CAN exist. like a person who has been paralyzed can't use their feet. or a blind person cant use their eyes to see. so it is possible that it's true, just depending on the terms.
