80's comedy with high school kids getting killed with horse head bookends, the janitor said "i pee green"

the killer wore a black trash bag and the punch line is that he was always breathing heavy everytime he killed someone (always with a horse head bookend)?? At the end the principal was drinking green punch and that is when the weird lanky janitor said "i pee green"?

Sorry, maybe it was all the clubbing, booze and sex with multiple partners, but I don't have a clue. It doesn't even sound like anything that I've ever heard of.
