Yes, Johnny Depp has already said he will return as Captain Jack in Pirates of the Caribbean 3. Besides they can't kill off Jack Sparrow, he's the whole point of the movies.

If you saw Dead Man's chest it's pretty obvious that he WILL be in the 3rd movie, and that it's possible for the "dead" people to come back somehow.
Besides, like others have said, Depp stated he would be in the movie and also mentioned Keith Richards.
