change ur filters and or clean them with 1/2 Clorox and water! then get u a bromine tablet float that holds 10 or so tablets at a time and throw it in. turn ur pumps on and let run... will take about 24 hrs.....may need to remove 1/2 of the water already in the spa.

I had this exact same thing happen to me. It is very frustrating because I cleaned that tub so well that it sparkled before I filled it back up w/water. Then 3 days later, while the chemicals were still in perfect balance, I had an algae film all over the tub under the waterline. The walls and seats were covered and the water absolutely reaked. I could hardly stand the smell long enough to keep testing the water and wondering what to do since the chemicals were all in perfect balance. I shocked the hec out of it w/Bromine but that did nothing (except throw my chemicals off, of course). Finally, I went and bought Algaecide from the Pool and Spa store. I could not find anything that was especially for spas so I bought the one made for pools and used a very little amount at a time. I kept increasing the dose every other day to make sure that I didn't over due it. The spa cleared up within the week. But now I have a $13 bottle of algaecide which I've used about 4 Tablespoons out of! Oh well, it was worth it because I was really frustrated with the situation.

What did you clean it with before you refilled it? Mine said to use something like 409 Spray after it is empty. After thoroughly cleaning it AND THE FILTER, then I refilled it. I had no problems when I followed their directions. You could contact the company that sold you the spa.

Good luck.
