It sounds like a song called "Suga Suga" that came out in early 2004. I'm not sure who the artist is though.
"Lifted, shifted, higher than the ceiling...ooh wee it's the ultimate feeling...suga how you look so fly..." or something like that.

i think it is "suga suga" by Baby Bash and i think featuring Fankie J (i hope i spelled his anme right) but dude i haven't heard that song in forever! i forgot about it.
