Yes, cause the rotors may not be true. Also they can be check if they can be used. There is a spec. tolerance for rotors. If they are out of tolerance the auto repair will not turn them. You also shouldn't use them, because they may crumble and cause an accident.

Yes, You should get them turned, but most all auto shops will tell you they can't be turned, due to being worn too much, and you'll end up buying new ones.

heck no!what I do is walk in there and look at mine when they tell me that and look to see if they are grooved cracked warped or in any way non-normal then I tell them to do just what I asked them to do.ofcourse you have to know what your looking at, but to answer your question, no not always!
