That is not Tagalog or Cebuano... There are many dialects in the Philippines - actually, hundreds of them... but you may have heard it wrong and these are the closest ones...
1. Tagal - taking very long
2. Tagay - shots when drinking

Maybe you mean "tagal"? it means slow or taking a long time. I never heard of that word, tagar.

there is no tagar in tagalog or ilocano. maybe it's tagal. it means its taking quite a long time. well, in the tongue of a Japanese, there is a tagalog term tagar. they cant pronounce L so they would pronounce tagal as tagar.
