Perhaps an offside line midway inside each half. An attacker can only be offside beyond this line.

Or is 11 players per team outdated.
How about 9 v 9, more space to work with?

change the pay structure if your team wins they receive 100% of the wages if they lose they only receive 50% and if its a draw they get 75% but if they just play badly lose win or draw they only receive the % that they played to that would make them work for all the outrageous wages they get

i dunno, i love all football me and i appreciate good solid defensive play as much as i do attacking, so i cant really answer your question, if there were one rule i could change though in the beautiful game it would be to unlimite the size of the bench and allow 5 subs rather than three that way at least we could spice up extra time when most players are too tired to make decent attacking moves. and to people who say scap offside rule, well you people obviously have no idea what the offside rule stops happening, it allows defenses to push forward making the game more exciting as more players can join the attack. if you dont like the offside rule you dont like good football

I would change the off side rule like this. When there is an off side and the linesman raises his flag, the referee acknowledges the flag but allows play to continue. If a goal results the goal is recorded as an off side goal, if the ball is cleared or
goes out of play, the lines man lowers his flag and the play is un-interupted. if the match is tied after 90 minutes or extra time, the off side goals are used to decide the winner. This would allow play to continue and reduce the need for penatly shoot outs

The off side rule has already been mentioned so here is MINE!! All footballers who do a roll after being tackled (Unfairly or not) should be made to go to a "Health Bin" so they can be checked out by doctors, for their own health of course. This examination would be ten minutes off the field and NOT the farce now where they are carried of by stretcher and then 2seconds later, run on. t should be like a "Sin Bin" but used as a health check and not seen as a punishment!!

The NASL tried the modified offside line in the 70's and FIFA screamed murder.I think they should scrap ALL offside decisions. That would give us more goals.

Goalkeepers height should be restricted to under 5' 0", no gloves to be worn and he must wear a blindfold. That should make for a bit of excitement but England would probably still not score.

1. To outlaw the pass back, like in basketball: no pass back the centre line.
2. Reduce the number of players to 10 (Drawback: increasing unemployment)

increase the points awarded for a win to 4 with 2 for a score draw and one for a scoreless draw. Should give more incentive to attack and score goals.
