ha! don't knock Jefferson Davis too badly--he had the same right to run his country that Lincoln did.

Both the confederacy and the union allowed slavery to continue.

Both seceded from their mother country with a reasonable plan to govern their nations.

grant was an exceptional general in the army and was a war hero, but offered little comfort to a beleaguered nation in after-war recovery.
carter was the impetus of the misery index, which i remember vividly. this country was in political chaos and was suffering serious battle fatigue from the Iran hostage deal.

i would have to say a toss up.
