Yes all the world was in front of the TV watching 2 hours for nothing..It has no sense to play if the match ends with penalties.That is not football any more, it is a game of luck.Even I can play like that and win.

This World Cup may not have been the most exciting one ever but there were a couple of very nice games, and the excitement makes up for a bit of loss in quality. 1982 WC was like this as well and was followed by an excellent tournament in Mexico in 1986, which was top quality. So let's hope for that in 2010 as well.
Penalty Shoot Out: I know that at least until 1986 but maybe even thereafter the rule was that when the World Cup Final was not decided in 120 minutes, the whole game was replayed. I think that's more fair to the teams but it was probably commercially not a very good choide, so they abandoned it. The first WC to be decided on peanalties was 1994.

I really do see your point.
I'm in favour of rule changes to try to encourage more goals.
Suggestions:
An offside line midway inside each half. An attacker cannot be offside unless he is beyond this line.
Remove three(?) players from each team at the beginning of extra time.
Bigger goals?
The games need to be stretched out. By this I mean the congestion of players in the middle of the park has to be eased.
Bigger pitches could not happen because of the millions clubs have spent on their stadia.
Maybe 11 men v 11 men is outdated.
9 v 9 would create more space.

Might as well for my team England, apart from a fluke by Ronaldinho knocking us out in the QF last time i cant remember another time in recent years that we haven't gone out on pens.
