When exercising? You want it to be high. Higher heart rate means more progress. You don't want it crazy high though.

When exercising, you want to bring your heart rate up to a target range. This target range depends on age, sex, condition, etc. When your heart reaches this range, it is getting the exercise it needs. Your heart rate will recover (slow down) rapidly when both you and your heart is in good shape. When you are not exercising, your heart rate should be slower. I would say if you resting heart rate is in the 60's or lower you are in pretty good shape.

When your exercising especially when your running your heart needs to beat faster. It would be bad when your exercising and u have a low heart rate!

The point of exercising is to raise your heart rate.

The goal of "aerobic" exercise to achieve a high heart rate ... double your "at rest" rate for 20 minutes a day. This boosts your metabolism and leads to improved cardiac, circulatory and vascular health.
The goal of exercise in general is a lower "at rest" heart rate - 70 or below is normal. 60 or below is "excellent."
Arrhythmia (irregular heartbeat) and tachycardia (very very fast heartbeat) are both considered bad.
