The basis of the answer is the subject of Economics. You have limited resource(s) and everyone wants them. Now you also have people that are more powerful than others. They, by the process of survival of the fittest, take and control the oil. The same principal applies each time you walk past a homeless person on the way into a restaurant. You have a meal and they don't. So rich men have all the oil and we don't.

They (oil companies)fund the development, refining etc of that product, it is called capitalism. Given the track record of our government costs would skyrocket if we gave them control. Furthermore, stop complaining about it. anyone older than 18 can open a stock account buy some shares of Exxon. If you have more risk capitol invest in commodities. Everyone has the opportunity to take advantage if the high price of oil if they wanted to do so. But, that means you actually have to do something for yourself and you may have to cash in your dreams of buying 100 ringtones.

if when you were younger and someone said "hey, here is all the free candy you can eat, for the rest of your life" how fat would you be right now, or how long would it be before you died of a heart attack, or diabeties. besides that, we already have a tax system in place for people that cant afford things, and its called welfare.anyway, if everything like electricity, water and gas, were a free for all, we wouldnt have any left in about 10 years. supply and demand makes the world go round, we arent responsible enough to restrain ourselves from over doing it.
