Can fescue be repaired?

I have what look like dry brown patches in my front lawn. They seem to be moist enough. Where the lawn disappears weeds grow. Can the areas be tilled and seeded with a fescue seed?

Fert now with a high nitrogen, slow release fert, and water well.
Over seed in early fall.
