Luck.. skill, ability, faith, concentration, practice. A legend, a belief, a strong fan base. An excellent coach- who is both a friend and a father to the team (Read Klinsmann) An awesome Goalie (Read Oliver Kahn)- preferably a BIG guy specialized in penalyt goals (Read Lehamnn). And a team who plays like a TEAM. Who realizes that football is a TEAM sport, not a 1 person match.
In other words... just needs to be Germany + luck of Italy! :-D
...Oh.. and if you don't have any of the above, 2nd options: (Read ITALY)
a) to just have luck+ play-act your way thru a million fouls and CHEAT -or (b) bribe referees (Read Italy vs Aus) or (c) score in the last few minutes of play when the other team cant and score again - to add insult to injury (Italy vs Germany) or (d)Get a player to rile up the oppositon's main man so he head butts a guy of yours and gets sent off coz you cry wolf.

Apart from England the other home nations have no chance at all.
As for England, they have players with ability but firstly restrict the number of foreigners in the leagues. Its killed Scotlands chances, they used to produce good players. Secondly get a manager who can get the best out of the players. Thirdly change our league structure a bit, or get rid of the league cup (make it achoice to enter) as our players play too many games - and as our football is more physical than any other league it tires players more.

just need to get all the players playing together, individually England are better than most teams in world. IN short they need a decent manager
