I'm guessing he probably said "if we win this, I'll cut it off" - and so he did.
Also, at the end a camera focused on him, and he dedicated it to "los pibes del barrio", meaning the people in his hometown, in Argentina. :D

He made a promise that if they'd win the WC, he'd cut his hair off.
After that he dedicated their victory to his childhood friends from Argentina, where he was born and lived until he was 23 years old.
