Good question! The practical reason would be to prevent infection if the execution is called off after the IV has been inserted. I'm sure there are probably other laws that dictate its use. You can be sure the bleeding hearts and the American Criminal Liberties Union (ACLU) would be right there insuring the condemned has their full rights under the law.

Do you mean, why waste a perfectly clean needle on someone condemned to die?
Should society be saving used, contaminated needles to use for lethal injections? Wouldn't storing used needles just present aother public hazard? Using a packaged sterilized needle, appears to present the most convienient method.

The syringe and needle come in a sealed bag, they are disposable after one time usage. There is no way of administering the lethal shot by a syringe and needle previously used by a junkie who had tested HIV positive !!!

They use a new needle each time which helps with the sharpness of the needle. It makes it easier for the person starting the IV to get.

It think its more that they have a clean needle without blockages so the person gets killed.
There are also guidelines for ethical treatment and such. There are rules that if the person is sick they cant get killed. IF they don't die but are injured they get treated.

"Crule and Unusial Punishment". We beleive in the death penalty, well swe try to, but we arn't out to tourcher the convicted. We must mantain our dignity and humanity or we drop ourselves to the level of the convicted. Be above them, not one of them.
