i think a mathematical ratio is suggested which also holds good for the ratio between upper limb of the body and the lower one. and so on..

I know what you're talking about, but I think that for eyes sepcifically, it has more to do with country of national origin than anything else.

The spacing between the eyes is usually the length of one eye in order to be symmetrical and aesthetically pleasing.

I think for visual artists, the suggested gap is the width of one eye between the two eyes. (Thus: think three eyes across, then erase the middle one.)
