don't understand......but it doesn't seem like this ref was racist....
maybe a little too whistle happy, but not racist.
maybe you meant why wasn't an African or Asian ref chosen?
IF that's what you mean, I don't know - FIFA chooses refs on seniority, experience, nationality (you don't want a ref from the same "area" as the finalists)......hope that helped.
