A wholly mammoth... I was going to answer 'elephant', but that was the 1st answer. And although Bush isn't quite as scary as I imagine mammoths were in real life, he's kind of run over others' desires, hopes, aspirations and entire freaking countries just like one! I think an elephant is more on par with his level of intelligence, however...

A dodo bird. Not for any specific reason, but I think it would fit him, espicially if it had ears.
