Majic Clay Bar is good and won't damage your paint job
Rubbing Compound will work, but watch you don't rub through your clear coat
Laquer Thinner - pour a small amount on an old t-shirt rag, then wrap over two fingers, and rub on the affected area. Keep re-applying new thinner to the rag( teaspoon or less), and moving to a clean area on the rag, to assure your wiping it off, and not spreading it around. This can affect some paint jobs, so try it in a small spot first to see what occurs.
I have used this numerous times, and always had good luck, the trick is wipe fast, because laquer thinner dries quickly.
Good Luck.

you can get a paint stripper in a can...but it will take off whatever paint is under the spray paint, too. And its pretty expensive...like 20-30 bucks a can. Your best bet us to take it to a paint shop and have a pro do it right.

Vandalism I am guessing, you can go down to your local paint shop and ask them for a heavy solvent or thinner, if acetone will not do it.
